Over 20 years experienced in field works, construction management, material management and project management.
9 years of responsibility in Civil Engineering, experience in Oil & Gas construction, Petrochemical Plant Construction, Power Plant Construction, Steel Structure Fabrication & Installation, Pipeline Construction and many large scale industrial plants.
3 years of Project Management & Contractual Management experience as a Project Manager in Real Estate Business.
14 years experienced as Senior Project Engineer and Project Manager in EPCIC of Wellhead platform, pipeline and brownfield modification works. Be a focal point both internal and external the organization, coordinating and driving of the key project activities - engineering, procurement, construction support engineering, fabrication, load-out, and installation and commissioning of gas platforms, subsea pipeline and appurtenances, Offshore Wind Farm & Module Works.
Responsibilities:
Project Management
Accountable for delivery of the projects to safety, cost, quality and schedule targets
Lead the overall planning, coordination and management of all the projects under the CONTRACT, which includes but not limited to HSE, QA/QC, materials, manpower and resources planning, logistic, tools and equipment for all phases of work such as, engineering, procurement, onshore fabrication, offshore installation, heavy lift, SIMOP, shutdown planning/execution, hook-up and commissioning, and start-up.
Contractual/commercial management
Interface and coordinate with all concerned departments/functional groups
Provide main interface with client and ensure meeting customer satisfaction
Regularly conduct project risk assessment with all concerned departments/functional groups and ensure mitigation plan/action will be implementing
Review lesson learned from previous projects and implement on current project where applicable and conduct project lesson learned at project close out stage
Monitor and ensuring both internal and external Management of Change process are functioning properly
o Identify changes.
o Review and comment, if necessary, on the COP/scope of changes, including change estimation.
o Enter change meeting with client, negotiation and finalize the cost.
Coordination and Control
Work with Project Control Manager in budgeting, cost control and project scheduling to ensure project performance is meeting the goal.
Cost Control/Management;
o Liaise with Project Control Manager for the Project Budget set up/allocation.
o Review Project Cost Report.
o Ensure cost of based scope & variation are separately recorded and well captured.
o Reinforce the cost awareness to the team
Chair regular periodic project meetings with client
Drive planning within the project so activities are clearly defined, sequenced and resourced
Review and approve cost and schedule progress reports
General Management
Facilitate resolution of conflicts within the project
Empower project team member
Delegate appropriately
Make decisions to clarify or expedite work
Monitor performance and provide feedback to senior/project engineers
Monitor performance of functional groups and provide feedback to group managers
Review and approve important documentation provided by functional groups
Construction
Verification that certain critical activities are complete
Regularly review construction productivity with Construction Manager and provide input/support to ensure performance is meeting the goal.
Bidding
Participate in project tendering, ensuring all required information (Safety, Engineering, Quality, Procurement, Construction, Project Management, Contractual and Risk assessment) provided to Proposal Team for the overall proposal preparation and coordination
To prepare the Project Management input for each proposal, and also assist the Proposal Manager for the overall proposal preparation and coordination.
To continually investigate ways to improve the quality of our proposals by standardization, streamlining and additional risk assessments.
Assist the General Manager or Deputy General Manager in overseeing the operational aspects of tendering.
Act as Operations representative for business development and tendering external engagements as required.
To assist the Project Manager in the execution of Projects as required.
Deputise for the Project Manager as required.
Offshore Brownfield Modification Works
Prepare the Project Execution Plan, Working Procedures, JSA, Job card and Work pack.
Sourcing and qualified sub-contractors (skill manpower supply, tool & equipment supply, Safe House Habitat, cold cut, bolt tension, Mercury Monitoring & Decontamination, N2-He Leak Test, Barge Management System/ Survey Positioning)
Liaise with other departments and sub-contractors for developing the required procedure/analysis & JSA i.e. Marine Procedure (Gangway Installation Procedure, Mooring Analysis, Mooring Pattern, Anchor Handling Procedure)
Coordinate with planner for developing of offshore construction sequence & schedule.
Review ship loosed material list/manifest, bag and tag, logistics management/planning for all materials tools and equipment.
Prepare vessels deck lay out for material loading.
Liaise with HES Department to ensure all lifting equipment/gears are validated, certified and comply with the standard/code.
Manpower planning.
Offshore Execution;
o Act as Deputy HUC Superintendent onboard.
o Attend daily tool box meeting.
o Conduct Daily Safety Walk About.
o Attend Daily Progress Meeting with Client CSR and follow up the progress catch up/ material delivery.
o Progress Analysis.
o Re arrange construction and manpower plan to suit the progress/ work condition.
o Conduct Shutdown Readiness Meeting.
o Monitor and control QC documents filing to ensure completeness of final/ hand over package.
o Liaise with Offshore HES Officer to maintain safe and hygienic of work place and Accommodation Vessel.
Identify changes. Prepare details/ scope of changes, including change estimation and daily manpower, equipment and consumables record.
